Retroactive Payment for Public Transportation Ride

As we have explained in several responses, the Ministry of Transportation does not allow bus companies to collect retroactively from a passenger who did not pay.
Since the service provided by the companies is conditional upon compliance with the ministry's conditions, there is a waiver here.
However, recently there has been a change in the position of the Ministry of Transportation, and it does not categorically state that companies cannot collect for rides that have already been taken, but its position is that each company can formulate its own policy regarding this matter.
Based on this, there is currently a difference between the various companies regarding the expectation of payment for rides that were taken and not paid for.
